iPAM Small Communities Program
Your community. Your parking rules. A free first year with iPAM.
Eligible small US municipalities can apply for 12 months of iPAM at no subscription cost, with the rules and automation set by your town. The limits, what we ask in return and the price from year two are all on this page, so you can take it to your council or manager without a sales call.
Why we run this
Most towns under 5,000 residents manage parking with a clerk, a spreadsheet and one officer who also does everything else. The software built for cities is priced for cities. This program is part of Allerin's community engagement work: a working parking system for a year, in exchange for two things that cost your town nothing and help us build for towns like yours.
It is an agreement, not a donation. We provide the software and onboarding for the year. Your town agrees to be named as an iPAM user and to tell us what works and what does not.
Who can apply
A verified US town, city, borough, village or equivalent local government, one award per municipality, applied for by someone authorised to act for it. You do not need paid parking, a minimum permit count or any citation revenue to qualify.
What the award includes
A software subscription with the same onboarding and support our paid tiers get. The allowances are sized for a small-town operation, not trimmed to a trial.
| Item | Allowance | How we count it |
|---|---|---|
| Term | 12 months from the agreed activation date | Renewal is a separate application. See below. |
| Locations | Up to 5 lots or on-street districts | A district with several time-limit zones counts once. |
| Regular permits | Up to 500 active at any one time | Resident, employee, business and recurring seasonal permits share the pool. Renewing the same permit does not use a second allowance. |
| Temporary permits | Up to 100 active at any one time, on top of the regular pool | Visitor, guest, contractor and event permits. A concurrent limit, not 100 per year. |
| Staff accounts | Up to 10 named accounts | Administration, finance, enforcement and seasonal cover share them. One person with several roles uses one account. There is no separate cap on officers. |
| Resident, visitor and business accounts | No seat limit | Public accounts do not use staff seats. Permit allowances still apply. |
| Enforcement cases | 2,000 new cases per award year, as a review point | Not a hard stop and not a target. A warning that becomes a citation stays one case. Past that point we talk about scope; officers keep recording. |
| Onboarding and support | Included | The same onboarding and support our paid tiers get. |
Within those allowances, the software covers
- Free time-limit parking, with the extensions your town allows
- Permits with online application and renewal
- Enforcement from an officer's phone, no hardware to buy
- Digital citations with online payment
- A resident portal with receipts
- Standard reports
Camera-supported lots are scoped separately during the application, because camera activity does not track permit or citation volume. They are not an included allowance, and we tell you before activation whether and how they fit.
The award is the software subscription. Hardware, installation, connectivity and payment processor fees sit outside it. We say so here so nothing surprises your finance office later.
What we ask in return
Permission to name your town
“The Town of X uses iPAM” on our website and in conversations with other towns. Not a testimonial, not a quote, and we will not ask for one.
Feedback during the year
What works, what does not, and what a town your size needs that we have not built. That feedback shapes the product.
Year two and renewal
Towns budget a year ahead, so the price after the free year is on this page, not in a renewal email.
- Year one: no subscription cost for 12 months from activation.
- From year two: $2,500 a year for the same allowances, on the same 12-month term as our published tiers.
- Nobody is converted automatically. Renewal is your decision, made on a renewal application that opens 90 days before expiry. We aim to decide at least 30 days before. If your renewal is with us on time, service continues while we decide.
- If your town outgrows the allowances, the standard tiers on the iPAM pricing page apply. We flag approaching limits early. We do not cancel valid permits or lock case records because a number was reached.
- If you decide not to continue, you get notice and an agreed period to export your data.
Check eligibility
Three numbers decide it. Estimates are fine for unmarked curb parking; count permits that are valid right now, not the ones you issued last year.
